Shortcuts window bigger than my laptop screen

I use a notebook to edit my videos and there is a problem for me when configuring the shortcuts, because the shortcut window is too large for my screen and I cannot make the necessary settings. How do I make the window smaller for my screen?

+1 for Richard's question.

 

But I took a quick look, minimized the size of the shortcut dialogue, and dragged it from my UHD monitor to the HD one. It does not fit.

 

I also turned off my UHD monitor, and opened it with PR only on the HD. Does not fit. Looking at PR on that HD monitor - I don't know how I could edit that way.

 

On my Surface Pro (2736x1824), which I edit on when on the road, it barely fits. The bottom is cut off by the Task bar, but the OK and Cancel buttons are available.

Does your screen the minimum resolution requirements of 1080x1920?
