Text in nested sequence plays incorrectly at 1/2, 1/4 & 1/8 resolutions if nest's resolution is lower than main sequence and scaled above 100

I discovered a reproducible issue involving nested text clips and playback positioning. As this looked similar to another bug that was triggered at lower preview resolutions. But this one can be produced without any extra footage or image. It can be produced using premiere only elements.

Steps to Reproduce:

Create main sequence (3840x2160 for example)

Create a text layer
Under the Motion effect (not Vector Motion or the text's internal Anchor Point controls), modify the Anchor Point values.
Nest the text clip into a new sequence.

Open the nest and change it’s resolution to anything lower than the main sequence’s resolution. (1920x1080 for example)
Go back to main sequence
Set the Program Monitor playback resolution to 1/2, 1/4, or 1/8.

Expected Result:
The text should remain in the same position regardless of playback resolution.

Actual Result:
The text appears offset during playback at reduced preview resolutions. The issue occurs only when the nested sequence has a lower resolution than the main sequence containing it. At full playback resolution, the positioning appears correct. Also I need to say that Paused Resolution and Playback resolution are not giving the same result even at same values!

This issue is subtle and easy to miss during normal editing, but I believe it may be related to other positioning/rendering issues I've encountered, such as certain phone footage, some images appearing offset during playback and film impact effects making it worse.

It can be reproduced using only native Premiere elements, without requiring any external media. Because of that, it may provide a simpler test case for identifying the underlying cause.

I've included a sample project file that reproduces the issue consistently.

Welcome back. Thank you so much for your thorough bug report. I’ll pass along this information and the project file, although it may be related to this feature request.

In the meantime, checking that your nested sequences are the same resolution as your timeline is best practice, and if you need to change the resolution after the fact, you can easily do so by Right Clicking your Sequence in your project window and selecting “Sequence Settings.” Then you can manually change the resolution in that window.

You can enter the new frame size in either Video Previews or Frame Size.

Hi @Amy the Stuv Thank you for taking your time explaining this. I already know the workaround. This does not break my workflow in any way. There is an existing bug in Premiere that playback some footage wrongly at lower preview resolutions such as 1/2, 1/4 & 1/8.

I found a way to trigger something similar by only using elements inside Premiere, no external material. So i thought it would be useful in identifying the problem.
