UHD Export Glitches

Whenever I export my video, it has these odd visual glitches and I don't understand why. The sequences match, my driver's up to date and nothing's wrong with my GPU, I checked the original footage and there's no problems there -- it's only after I export that these glitches appear. It makes it look like there's almost a vintage filter over it (there isn't). The glitches move around as the video plays and in the pictures provided the first example is a before and after and the second picture is another example, where you can see the streaky white marks and then a few smaller pixelated glitches.

 

Included in the pictures are my export settings. I don't know if the camera footage is incompatible -- the footage is 4k and meant for youtube (not cinama) and recorded on a Nikon Z50II if that's of any help. I also recorded another video on the camera and tested it in a completely new project to see if the project before was corrupt, but even in this new project, the glitchy results were the same.

 

If anyone's experiencing these glitches or knows how to fix them, please help me, I'm at a total loss and I've followed countless tutorials, but nothing's worked. Any advice would be much appreciated.

I called my IT support and we figured out the problem. Basically, the artifacts were showing due to the way the project was rendering and to summarize, it was kind of splitting the rendering process between graphic cards. To fix this, I went to file - project settings - general, and when the project setting panel came up, I clicked renderer then I switched from Mercury Plaback Engine GPU Acceleration (CUDA) to Mercury Plaback Engine GPU Acceleration (OpenCL) and that fixed it up. I have been looking at the project sent over and the project files and thank you for sending us those. So far upon export I have not been able to get the same digital artifacts you have been seeing on your export. Can you give us a few more details on your system specs? Just follow the link here  How do I write a bug report and some of that information you leave us can help identify the issue.

I'm using premiere pro version 25.2.3 (build 4)
my computer is a Windows 11 Pro
This is the first project I've used with this footage. I've done other projects with other footage, but that was captured with a different camera and there were no problems. This is the first time I've encountered this problem.
I'm using a few effects, specifically the roughen effect, lumetri color, and transform.
I'm not using proxies.
I would be able to provide my project, I'll send it over along with the original footage.

I'm sorry to hear you're having problems with your export. Can you tell me what version of Premiere you're using and what type of computer you're using? Is this the first project you've done with this footage, or is it just the first time it's had problems?  Are you using any effects or adjustment layers at all?  Are you using proxies at all?  Would you be able to provide your project and a sample clip for us to test internally?  Feel free to send me the files here.
