Version 26.2 on Windows 11 - when I open it from the Task Bar, two instances open at once and it won't load the project. If I try to close one instance, Premiere entirely closes; if I close the other and try to open a recent project, it just hangs.

On opening Premiere, I get a normal screen showing my recent projects, but behind is it another screen with just the title and menu bars. Trying to open a recent project on the front screen takes a long time - over one minute (used to be seconds) or longer. I get no feedback after this click. Double-clicking the selected project does not change things. Windows Resource Monitor shows very little CPU activity or memory use, but a lot of Disk activity.  If I then close the front window and open a recent project from the rear window, the project opens, but is slow, particularly on timeline play head movement. Export is unresponsive. I am unable to do my editing work as a result.

Thank you jamieclark and MyerPJ.  System specs: Windows 11 Pro OS, 64 GB DDR4, Amd Ryzen 7 5800 8-core CPU, NVidia GeForce RTX3080 video processor with the latest driver. I did the Shift-Open maneuver and cleared cached and reset preferences as advised. Note that while I see how in this new version there is an overlay of startup windows, but I didn’t see that with prior versions. I tried opening the new version directly from the Program File executable, but no joy.  Attached is a set of screen captures showing the continuing problem - project won’t open at all if I open from the front-overlay window, and hangs on opening from the File menu bar (backside) window. I reverted to the prior 26.0 version and it works fine.  Screen Captures of the v26.2 problem  Thank you for your help.

<<but behind is it another screen with just the title and menu bars»

I just want to check-in and make sure you know this is normal, the window behind, that’s the actual PP window. Sometimes the list (Home) screen takes more than one click on an item to load it. I believe that’s a Windows thing, I as I get it from clicking desktop icons on occasion also.

Can you create a new icon? And/or try double clicking the exe directly
