Video and Audio De-Sync / Resolution Shrink

I downloaded a video from YouTube that I wanted to use for a video essay project. Downloaded it in 1080p resolution, and double checked it on Windows Media Player. Video works fine, looks fine, sounds fine.

 

I upload it to use in Premiere, and suddenly the resolution has shrunk to possibly less than 144p, and the audio is about a second ahead the video. I don't understand.

 

Even in the preview tab in Premiere, the video and audio are de-synced. All this leads me to believe Premiere doesn't like something about this video specifically. Not sure what to do.

Please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate before importing into Premiere Pro:
