VST audio effect not rendering in Premiere (Waves Clarity)

in the most recent september update of premiere (not beta), the VST effect Waves Clarity is not rendering in the final file.
I hear it working when editing, but on the rendered export the noise in the audio is not removed.

Rendering in Media Encoder DOES use the vst effect correct 
BUT media encoder does not burn in the subtitles…  that is another bug… 😬
