YouTube publish truncates video titles at 100 bytes (UTF-8) instead of 100 characters – breaks Japanese and other multibyte titles
Issue:
When publishing a video to YouTube directly from Premiere Pro, the video title is truncated at 100 bytes in UTF-8, not 100 characters. The same behavior also occurs in Adobe Media Encoder, so the issue is likely in the shared YouTube publishing component.
English titles are not affected (1 character = 1 byte), but Japanese characters are 3 bytes each in UTF-8, so Japanese titles are cut at roughly 33 characters. The same issue likely affects any language with multibyte characters (Cyrillic, accented Latin letters, emoji, etc.).
Background:
We publish YouTube Shorts with Japanese titles via the YouTube publish option. Some titles appeared cut off on YouTube. After counting, every truncated title ended at exactly 100 bytes in UTF-8. A similar report exists for Russian titles in Media Encoder, truncated at around 53–55 characters, which also matches a 100-byte limit (Cyrillic = 2 bytes per character in UTF-8):

Steps to reproduce:
1. Open sequence and go to Export.
2. Enable "YouTube" in the publish destinations and sign in.
3. Enter a Japanese title longer than 100 bytes but shorter than 100 characters.
4. Export and publish.
5. Check the video title on YouTube.
6. Repeat the same steps from Adobe Media Encoder's publish settings. The result is the same.
Expected result:
The full title is uploaded, since it is within YouTube's 100-character limit.
Actual result:
The title is truncated at 100 bytes (UTF-8).
Suggested fix:
Count the title length in characters (Unicode code points) rather than bytes, to match YouTube's 100-character limit.
Environment:
- Premiere Pro version: 26.5.2
- Adobe Media Encoder version: 26.5.2
- OS: macOS 26.5 Tahoe
