PowerToys Grab And Move keeps Alt-Click from working. Message:

Could Not Use Clone Stamp Tool Because Area To Clone Has Not Been Defined

Solution : end PowerToys Grab And Move task in Task Explorer or deselect Grab And Move in PowerToys
