24.5 Adjustments panel - can't reorder or remove the superfluous 'Adjustments presets'

The Adjustments panel icons have been a handy set of quick shortcuts for years now but to get that value from them, the panel has to be open all the time, so it's necessarily taking up precious screen real estate.

The new design needlessly increases the padding on the icons and forces the 'fine but day-to-day very low usage' "Adjustment presets" to the the top, so even if you collapse it the panel's now taking up almost twice the vertical height it used to. I'm likely going to ditch it and go back to the dark days of two clicks to get a new curves adjustment layer etc. from the Layers panel shortcut menu (and no: keyboard shortcuts, unless they're the principal four or five you use constantly, are just slower in time and motion studies due to the cognitive burden so aren't la like-for-like alternative).

This seems to follow a weird trend of removing the customisability you used to have by lumping more and more stuff into a given panel. Just have another panel. This is a pro tool, we want granular control so we can be as efficent as possible.
