Make the tool options panels into moveable windows

When I select the crop tool or any other tool, the tool options window obscures the bottom 21% of the image area on my laptop screen (I measured it).  Every time I select a tool, I have to manually minimize the options window to regain access to my entire image.

Please make the tool options windows moveable so they can be resized and relocated to be out of the way, and make them retain that size and location the next time they are opened.  That should lower the blood pressure of PSe users everywhere!

And the Crop Suggestions would not likely be missed by many, if any users if they were to disappear entirely.

    Here’s what I mean:  The upper view shows the image I’m working on.  When I click on the crop tool, its panel of options (crudely outlined in red in the lower image) obscures the bottom 1/5 of my image.  I’m requesting that the panel of options open in a movable, resizable window that I can place where I want rather than automatically covering the bottom of my image.  It may not be a problem on large professional-size screens, but my only computer is a laptop with limited real estate available for extra windows that I’d prefer to push out of my way.

    That looks like it might be Photoshop Elements, rather than Photoshop. There is a separate forum for that application :

    What is the “tool options window”? You ned to show a screenshot.

    I wondered if it was something to do with Rich Tooltips?  I certainly don’t recognise it, so Dave no doubt has it sussed.
