P: Ability to move/pan the image in screen modes other than full screen

Photoshop CS6 suggestion.
When in Full Screen Mode when the image is fit to screen the ability to move it on the screen in any directions instead of it being static or to have to change the screen mode.

I believe this is now found in:
Preferences > Tools > ▣ Overscroll

You can pan the canvas freely in the other screen modes, but a lot of users would like the ability to pan the canvas in standard screen mode without having to zoom to a certain level.

Boy, I'd love for this to be implemented. The way the hand tool is locked in certain screen modes and/or certain zoom levels is really annoying.

Chris Can this be unlocked in the new version of Photoshop so I can move the canvas around the screen?
