P: Spring-loaded tools disabling in preferences

This spring-loaded tool behaviour really messes with my painting workflow. I really do not like it and I think it would be a very sensible decision to have it be optional. I have years of muscle memory being thrown off by this feature I don't need. Please implement a simple checkbox on the tools preferences panel.
