P: Support scalable user interface UI for high resolution monitors

I'm using a high resolution monitor(2560x1600). As a result, all the the toolbar fonts and menu fonts are small and hard to see. I do not want to lower the screen resolution as this would defeat the purpose of this monitor.. Will the new CS6 have the ability to increase font sizes to accommidate Hi-Res monitors?

Apparently the blog link from Jeff's post has gone stale.
And the user forum topic you linked was from 2013, before Photoshop CC 2014 was released.

In Photoshop CC 2014's preferences, under "experimental features", enable the 200% UI scaling, then restart Photoshop.

If you read this thread: https://forums.adobe.com/thread/1323412 from December, it would appear that there is still no way to scale the UI in Windows (I'm running 8.1).

Yes, because some products don't need as much from the OS as Photoshop does, and some products are willing to live with the problems in the OS scaling APIs. Plus some products are dependent on other teams getting the UI scaling to work first before they can incorporate the changes. Getting UI scaling to work correctly on Windows is not as easy as it looks. That's why we're continuing to work with Microsoft to get the Windows scaling APIs fixed, or least come up with reasonable workarounds for known issues.

That resolution is not high res (~200 dpi) unless you're using it on a 13 inch display.
We are continuing to work with Microsoft to allow more flexible UI scaling on Windows in the future.
