"Edit Workspaces" doesn't do anything

Premiere 24.4.1

 

What is the "edit workspaces" feature for, if not to control what workspaces appear in the Workspaces menu item? But it literally does nothing in the menus. Despite what it promises, you can't reorder the menu items and "do not show" doesn't make them not show. You can't even delete workspaces.

 

Someone pointed out in another post that edit workspaces does change things in the menu that's accessible from the application frame. But what if you're like me and the first thing you do when you start up premiere is hide the application frame? This is a feature omission that feels more like a bug.

Edit Workspaces allows you to change the order of the workspaces listing. As an example, I have nine custom workspaces, and all named starting with a number 1-9, so not only do they appear in order after I've dragged them there, I can use keyboard shortcuts to go from one to another.

 

Pulling something down into 'do not show' means you won't see it unless you go to Edit Workspaces again. And works exactly like that on all three computers running Premiere we have.
