Use space bar to move frame around instead of switching tools (Like AE and Photoshop)

Currently in Premiere Pro, if you zoom in on a spot, you have to then press H, or select another tool to then be able to move around the frame to the specific spot you want. In both After Effects and Photoshop, you can simply hold spacebar, then use your most to move around the frame; you don't need to switch to a different tool. Why is Premiere handling this differently then the other two programs? Doesn't Adobe developers talk to each other? Shouldn't the goal to make using and learning each program as seamless and easy as possible?

Also, the current H tool doesn't even work sometimes (PR 23.5.0). I was working on a commercial yesterday and the h tool stopped working, so I had to manually move the frame around with the side scroll bars. So can we fix bugs and also keep programs similar so that users can switch between them without issues?

For example, in After Effects working with masks is SUPER easy, but doing masking work in Premiere is frustrating because it doesn't work the same. Premiere's masking abilities are not intuitive to say the least. Why is this? When developing these features, why wasn't the After Effects team consulted? Why wasn't AE's masking workflow used? It's far superior.
