Sync collection to Cloud inside its collection set

When I create a new collection inside a collection set in Lightroom Classic, and have it sync to the cloud, it comes in at the root. I then have to manually move it over to be under the collection set (Folder).

It would make more sense to have it sync to that folder automatically. My intention is to create hundreds of collections, one for every species of animal I have photographed for the purpose of adding them to my Adobe Portfolio pages.   Therefore it is fairly time consuming to move them all one at a time.
