Unable to export with both a border and watermark on mobile & PC

I don’t see any option to export with a border from lightroom on PC like i can on mobile.
I’m unable to export with both a watermark and border on mobile as well.

My current workaround is to export photos with a watermark, re-add those photos, then export with a border on mobile. This is an unnecessary waste of time.
