You are most likely referring to the Absolute Positioned boxes that used to exist in Dreamweaver. This was great when there was just the one screen size and a web page was able to be shown in a similar method to a paper page.   Gone is that era. There are now many different screen sizes depending on the device. These range from mobiles to giant sized TV screens.
