My pdf to .doc is all jibberish

Why does my word doc look like this?

The PDF document that you have originally with you which you used to convert into Word document was that created by you.

If that is not the case you can open that pdf document in reader or Acrobat and check the document properties and check fonts details

I did not create it

All the fonts are either arial or times

The document has no security restrictions on it

It seems there is problem getting font information from the PDF.

You may try to convert the pdf document again into pdf using pdf printer if you have Acrobat professional installed.

Then try convert the document again into word document.
