Common issues that can affect the technical quality of an image include exposure problems, soft focus, excessive filtering or artifacts, and noise. I don't understand why it is being rejected due to these issues.

Short answer: 90% of your image is blurry & unusable. In its present state, it has no commercial value.
Long answer: Stock customers are paying for high quality commercial-ready assets they can use immediately. For comparison, this is what you’re competing with in Stock.
