personal video license transfer it to a future startup I plan to found soon

If I buy a video license today in my name with intention to use that video on the website of a startup that is not yet officially founded, will the license automatically transfer to the startup? or do I have to take any step to transfer it?

    To give you another very common example, a web designer purchases images/videos for use on a client's website.   At completion, the website  becomes the client's responsibility.  So you don't need to do anything.

    I'm almost certain this is an Adobe Stock question, not a software question.

    You don't have to do anything to transfer the license.  You're acting as an agent for the startup. You are transferring the rights to use the image/video to your startup and the startup must comply with the license terms & use restrictions.  If you wanted to use the same image/video on a 2nd project, you'd need to buy another license.
