WARNING: Limited use on some photos with US Currency

It seems Adobe has implemented new usage restrictions on photos that include US money (dollar bills).  You will NOT be able to open certain images in Adobe Photoshop. Even though the image does not show clear or complete images of the dollar bills.  When you try to open image, you get a pop up window with a link to https://rulesforuse.org/.  

I purchased image AdobeStock_404167062.jpeg. An image that is a collage of images. overlapping $100 bills, with the US Capitol building overtop. Cannot open in Photoshop. But… I can open image AdobeStock_86749097.jpeg. Which is a full image of $100 bills overlapping.  Does this make any sense?  

Anyone know when Adobe started doing this?  And, who picks which images fit into this new criteria?
