I don't know what to do. It's written that it should arrive in 7-10 working days, but much more has already passed

Do you have a verified PayPal business account that can receive funds for services? Check with PayPal.

You've got a validated tax form on file in your account.

At least 45 days have passed since your first Adobe Stock sale.

I have already received payments from Adobe but on Payoneer. With PayPal I usually work from other stocks

No, it is written that the liberation of the funds takes 7 to 10 workdays. That means that Adobe has until then transferred the funds. Check your account and look at the status of the payment. If it's “done” contact PayPal.
