After effects is set to use all of my ram and has no boundrys on ae But it only uses 34% of 34gb ram

So my ae always crashes to low ram usage and it never use the full 34gb of rams and just crashes. i have 8tb for catch, Its a huge issue i cant render eather because that only use 34gb and at some points 1% of ram. My pc specs are. 3070ti oc, ryzen 7700x, 32gb of ddr5 ram not restrained, 1tb ssd, 8tb hard drive. I have no issue with games or other programs like blender. My ae is set on prefences to use 28 gb. and leave 3% of cpu for other programs.

When i go into ram usage it comes up with 3 renders and says they are using 7gb each but my system says it is only using 7gbs of ram nothing else is taking the ram eather. Tryed everything from uninstalling to removing plugins it just ever works. at some points when you first boot it up, the program will work well but when it first crashes the program becomes unusable.  (My spelling and grammer are really bad so sorry if i have spelt some of this wrong)
