Looks like you just answered your own question.

Maybe create a white oval, add some blur and then animate the scale and opacity so it flashes on and off, growing slightly.

Ok have a look at this: It should give you an idea of what you will need:

This was a quick test to demonstrate what can be achieved if you use your imagination and a few basic tools

The scene is :

1. Clean Plate of a NYC street

2. Ninja keyed

4. Ninja duplicated and mirrored horizontally

5. Two curved masks on a solid with a glow and a few other goodies attached (this is the so called "HIT)

6. A little color correction

7. A little reflection on ninjas to ground them and give believability to the scene

As mentioned these are the starting blocks and was merely done as quick test for u

Rick Gerard have a peak. Basic work. Nothing fancy as the assets were stock. No motion track, light references etc

You need to learn about shooting clean plates, matching camera moves, rotoscope and or green screen, then carefully storyboard and shoot the required footage to pull off this kind of shot. It would be almost impossible to shoot two actors, cut one of them out and have him fly across the scene.
