When are all the posts from Uservoice going to be moved over?

Thanks for bringing this up. Not all of the posts from UserVoice are going to be migrated here to the Adobe Community. We had to be selective in what was migrated in order to ensure that all the migrated content did not violate any Community guidelines since there had been very little moderation on UserVoice. We also wanted to ensure we could be responsive on the posts that did get migrated and not recreate the negativity that grew on UserVoice when we couldn't respond.

As I mentioned in the post you've linked, please make a new request in the Ideas section for any UserVoice posts that have not been migrated. That particular request, to have rendering default to a consistent, project-relative output location, is a good one. After Effects does some measure of this already but often makes the wrong choice based on the last file location accessed versus the location of the project file.

If you're missing a specific post, feel free to create a new entry on the Ideas tab. I never went to the old User Voice, but my understanding is that the migration could not capture all posts due to technical limitations.
