Using Connect Event for a fundraiser

A board member recently mentioned the possibility of using Adobe for a fund raising bike ride. Participants would sign up and  Pay a registration fee. They would need to sign a waiver to participate.  Can Connect do this seamlessly, or is there something better out there? We are a small nonprofit with limited funds.
