Can't Event Get into Photoshop

I have no idea what's happening, but I can't get even get into the program after a fresh install (and reinstall because of this issue). I keep getting a window that's loading on an infinite loop. It'll flash on my screen, pretend to load for a second but actually load nothing, disappear, and then come back. Rinse and repeat 1000x. I think it must be an agreement of some kind? Because if I exit out of it the entire program closes. I'm on a trial period if that makes any kind of difference.

Any ideas?
