  1. I am living in Uruguay and can not affiliate to any Adobe plan to get PS, LR or both. The page send me to local resselers but they have to sell the complete Adobe suite for a fortune of more than U$S 1000. So I want to make things wright but Adobe enclose in a cage. What is the problem for Adobe that I get the monthly plan if I use an international credit card?. I believe the situation is insane.

You should ask your government about their international trade agreements with the United States.

Amazon sells the Creative Cloud Photography Plan for USD $119 for 1 year.  Can you purchase from Amazon?

Includes:

-- Photoshop CC and Photoshop on iPad
-- Lightroom on desktop, mobile and the web
-- Lightroom Classic
-- Portfolio website + hosting
-- Spark with premium features
-- Bridge
-- 20 GB cloud storage (upgradable to 1 TB).

The uruguayan government it is not the problem because I can trade directly
with Phase One and Skylum with a credit card but not with Adobe. More than
that, the resellers told me they have told with Adobe about this situation
and they had no answer.

Well if you can buy from Amazon, that's what you should do.  This is a user-to-user forum. We have no influence over Adobe or their international sales policies.

Best of luck!
