Photoshop version 27.6 is giving me an error saying it cannot load measurements scale presets. How do I fix it?

Photoshop Ver 27.6 is giving me this error saying it cannot load measurment scale presets. I can open old files but it i save then or make a new copy I cannot open them again. How do I fix this?
