Unable to use Creative Cloud app on Mac ARM VM

We are trying to use AWS VMs to have an ARM Mac and an Intel Mac as hosts for our Mac virtual machines. Right now, we're trying to resolve a problem we're experiencing with the ARM VMs.
Everytime we install and open Creative Cloud, it shows a blank screen. When you hover the mouse over the window, or click around, some of the elements of the dialog will appear, but ultimately, the CC app won't display correctly even though it seems like everything is in there.
We have tried the following:
- Uninstalling, then reinstalling
- Repairing the installation
- Used the CC Cleaner
- Tried different Virtualization software (UTM, Parallels, VirtualBuddy)
- Tried different MacOS (12 and 13)
- Installing CC when downloading an Adobe app
Note: We tried installing CC on a Mac Intel VM loaded from a Mac Intel host and everything is working fine.
