Application Error (0x000007b)

Everytime I turn on my computer I get a pop up that states CRLogTransport.exe - Application Error:

“The application was unable to start correctly (0x000007b). Click “Ok” to close application” And I can’t open Photoshop. Everytime I try to open it I get another pop up that states  Photoshop.exe - Application Error: “The application was unable to start correctly (0x000007b). Click “Ok” to close application” I have uninstalled and reinstalled Photoshop to no avail but it is updated. I’ve checked my Drivers but they say they are up to date. This is only happening on my Surface Pro X, Photoshop runs fine on my IPad (2018) and Surface Pro 4 (2016)
