Other programs lagging and having input lag after I close any adobe suite program (Pc Restart)

So I been running into this strange problum when I open up any adobe software and use it for a bit then close it all. It laggs imput to other programs lik its sucking my bandwith in the background it even lags my youtube and games. And the only way to Fix it I have noticed is by restarting my pc. But only happens with adobe suite after I used it for a bit then closed it all down.

I monterd ram ussage thats fine.
I have factory reset my pc it still lags media play back and input.
I tryed everything from reseting drivers and unplugging KBM and so on.

I dont know whats going on just lags out my hole pc after I close all Adobi softwere

I have the exact same problem and its driving me crazy.

I open and use both Photoshop and Premiere Rush with no problems at all, the apps are responsive and fast, but once I exit one of the programs my PC starts lagging and stutterting and I noticed my CPU usage drops to 0% on all cores and never move, and I experience input lag and stutter in Chrome and Games and other apps such as Steam, its like the programs are shutting down and dropping my CPU clocks.

 

A PC reboot fixes the the stutters, but once I go and exit one of the Adobe apps the problem happens again.

 

PC spec:

X570 Prestige MSI Creation motherboard

Ryzen 9 5900X CPU

32 GB Ram

RTX 3090 EVGA FTW3 GPU

Hi Gotelaz 
I have pointed it down to adobes background processes.
Like its cloud upload and its back ground apps that run to keep it up to date.
Sadly to date the only way I deal with this is a Pc restart or just close everything with adobe in its name in task manager.
Outside of this just check all your drivers are up to date and Bios.

How to disable a program in Windows 10 startup
-Click the 'window pane' in the very bottom left corner of the Windows desktop
-Select * Settings
-Select Apps
-Select Startup
-Select/toggle the program you want to disable/enable
-BE VERY CAREFUL WHAT YOU DISABLE SO YOU DON'T STOP WINDOWS FROM RUNNING

Sorry late responce.
This something I have always done for years with all apps.
Sadly it dont fix my problum as it happens after I am done with the program not with windows start up.
