Cannot uninstall or repair Adobe Creative Cloud or any Adobe programs

Question

Adobe Creative Cloud, as it is, it not working. I have tried several things and none of them are working.

I tried to uninstall Adobe Creative Cloud, but it will not allow me as I still have programs that use Adobe Creative Cloud.
I tried to uninstall Adobe Premiere Pro, the program that uses Creative Cloud, but it won't work because Creative Cloud doesn't work.
I tried to repair Creative Cloud after clicking Uninstall, but I got error code 21 (OS does not meet the minimum system requirements for this installer. Windows 7 is the minimum required for installation.) I am using Windows 10.
I tried to repair Creative Cloud after opening it, but 2% in I get error code 72 (There seems to be a problem with the downloaded file(s). For troubleshooting tips, please visit our customer support page.)

I have no idea what to do. I'm stuck.
