Creative Cloud - Device License vs User ID Incompatibility

I'm representing a university in the UK who has an issue with using Adobe Creative Cloud on an iMac in a communal space. The iMac has a device license for Adobe Creative Cloud so that any visitors or students without their own Adobe ID can still use Creative Cloud, but we want to allow any students who do have their own Adobe ID to sign in to their account on this iMac and access everything they normally would from their own computer.
Unfortunately this seems to break the device license, so the iMac has currently been configured to restrict users from being able to enter their own Adobe ID.
This means the iMac is not working as we would like it to, and we are only really getting half the benefit.
I found this thread: Creative Cloud installation and licensing issues which seems like a similar issue, and it looks like it has been resolved by alisterblack on a separate call, but the details of the resolution are not included on the thread.
Please could someone recommend some ways to achieve our aim? Allowing users to either sign in with their own Adobe ID, or use the device license if they don't have one, without causing issues with the device license for the next user.
