Creative Cloud Installation always fails with error code 1

Any ideas?

I recently clean installed Windows 10 21H1 after it screwed up.  Went to reinstall creative cloud and it always fails at around 6.8% with error code 1.

I have deleted everything related to adobe on the computer, all files and used the creative cloud uninstaller which also says "uninstalled with an error" but fails to tell us what that error is.

Do I persevere or simpy stop subscribing to CC?

There is nothing wrong with my internet connection and things still fail when I turn of firewalling and anti-virus.
