This is a user-to-user community, not Adobe technical support.

 

Please ensure your computer meets or exceeds the minimum system requirements to run Creative Cloud + OS + all other apps you use. Check each one.

And your computer user profile must have administrative permissions to install software.  If not, try creating a new computer user profile.

I have tried uninstalling and redownloading three times and to no avail

If nothing helps with the link I posted above, try using the Adobe cleaner tool

I was expecting better from Adobe, as a first time user I hope this initial experience is not indicative of their brand
