Keep getting Error code 1 on Mac - Already tried uninstaller and cleaner

I am on macOS 11.6 and am trying to install Adobe CC. 

Uninstalling the Creative Cloud desktop app, and then reinstalling it results in error code 1 at 0.5% installation. Running the Adobe CC Cleaner Tool, and then reinstalling CC also gives error code 1 this time at 1% installation.

Reinstalling the Creative Cloud desktop app using an administrator accoundoesn't make a difference.
Creating another account and then installing CC on it works but I want to use it on my main account.

Once the apps are installed, any account on the computer can use it. It sounds like you have some corrupted files in your User folder, I'd start looking there if CC apps crash.
