MSVCP140.dll is missing - WIndows 8.1

Hi.

 

I can not open any application of Adobe 
and receive this message -  MSVCP140.dll is missing.
Do I need to reinstall everything again? 

Really need any help

Download and install the latest supported Visual C ++ Redistributable Packages for Visual Studio 2015, 2017 and 2019 from the Microsoft website.
