Photoshop CS5 won't launch after installing, Error 213:5

When launching the Photoshop CS5 app that I just installed (after Adobe tech working remotely in my computer did something to make it stop working) it giver Error message 213:5

I'm on Mac High Sierra. After it stopped working, Adobe sent me a link to download CS 5 again because I not longer have original CD.
