To use the latest Creative Cloud apps, you need Windows 10 (1803) or higher.  Adobe dropped support for Win 8 and 8.1

Do you have all the latest Windows updates?  I ask because Microsoft usually updates Visual C++ runtime with Windows.

I have windows 8 and it

updates automatically, I would not know if

it has the update you mention
