Clicking on Customer Care brings me right back to this forum. I can't find a phone number or email address anywhere.

You are right: there is no option to chat or phone contact, possibly because your version is no longer supported.

Try "cheating" and start the contact dialog with Creative Cloud; you will end up at http://helpx.adobe.com/contact.html?step=CCSN_downloading-installing-setting-up_downloading-installing_stillNeedHelp which will give you chat and phone options.
