Unable to download creative cloud: Error 206

Have been trying to download Creative Cloud for hours now, and no matter what I do I end up with error 206, unable to connect to adobe servers. I have tried seemingly every fix, from disabling firewalls to the creative cloud cleaner tool, and nothing has worked for me at all. I have tried just about everything.

sadly was on this exact post, among many others, and have gone through all steps and issue still remains.
