Unable to Manage Apps

Hi, 

I'm trying to re-install Lightroom but when I log in to my creative cloud app it tells me "You Don't Have Access to Manage Apps; Permission from your IT administrator may be required to enable apps management".

This doesn't make sense to me because I pay for and use the software myself. It is not a business or a school account.

If anyone can help that'd be so greatly appreciated!
