Creative cloud needs admin permission

recently users are no longer able to self update creative cloud, i have downloaded the package from the adobe admin console website with the option to all self updating and installing yet users still can not update when its installed.

i found if i right click and "run as admin" the creative cloud it updates. anyone else find this happening?

i can not do that as users are meant to be USERS not adminstrators. that was the whole point in allowing users to be able to self install and update. changing a user to admin is against policy.
