second PC licenes access thought my Entrprise.

I own an "all apps" licenes through my entrprise. but I can only access the application only on one pc while the other shows "Lisence has expired".

does our sysadmin can restrict access the liceses outside a specific IP .. does it have any restrictions of any kind?

This usually happens with Shared device licenses. Admins can restrict the licensing. However, you can use the application on two devices with the named user licensing.

Named user licensing 

 

If you go to https://account.adobe.com/plans, do you see any All Apps plan associated with your profile? You can also check with the System Admin what type of subscription you have.
