Align artboards

AI CC, on a Mac

I have 20 artboards, same size, but they are not aligned. I tried "View - Fit Artboard to Window" but that doesn't do it either.

Plus, see how they are seated in the middle of the pixel, on the outside border? Why is that? Artboards' size is 16x16. I am trying to work on a pixel grid, and align to the pixel grid.

Ideas?

    That does not seem to do it. Or it is not what I am looking for.

    "Rearrange..." rearranges artboards. Does not align them.
