HEX, RGB file keeps switching colours and appearing dull when reopened

My file is set up at RGB, my colour settings are fine. But my file keeps switching between appearing dull and bright? anyone experience this, I cannot pinpoint what is causing this. 

 

As you can see below one is much brighter, but they are exactly the same HEX colours?

How is your color management set up and which color profile is applied to these files?
