Applying a paragraph ruler gives me multiple rulers. How do I get a single ruler above the text?

Use instead of the paragraph ruler, the paragraph frame.
Select several succeeding paragraphs, define the paragraph frame (Paragraph Border) so that the outcome is ok for you and save these settings in a new paragraph style.
