Frame fitting changing and automatically cropping image

On about one-third of the images I place, when I scale them to fit where I want, they'll show up with a chunk of them outside the frame. The frame fitting menu is set to 0" on all but when I check the frame fitting on the image after it's been placed, it does show other numbers. There's no object style applied, and it doesn't happen when I just place, only when I scale the image to fit where I want it.

Do you have Content-Aware Fit checked in Preferences > General by chance? (I don't know if this would cause the issue you describe.)

Here's an example document with the issue happening.

You have "[None]" Object Style applied to your graphic - with overrides:

Do you mean that on NEW images that you'll place - you have this problem - or on ALREADY placed images you have this problem?

Because when I place a new image - I don't have this problem.

It's similar to this issue, but there is no cropping set on the frame fitting menu before I place the images: https://community.adobe.com/t5/indesign-discussions/images-placing-cropped-incorrect-sizes-how-to-fix/m-p/9902658
